And of course, rebuilding everything from scratch fixes what ever my
issue here was.  Traffic now flows across 192.1.2

BTW, what did you do about DHCP vis:

-  <ip address='' netmask=''>
-       <dhcp>
-               <range start='' end='' />
-       </dhcp>
-   </ip>
