Yeah. RHEL6 cannot easilly take the update without also updating
libunbound to version >= 1.5.0 which is one of the reasons it is
not higher then 3.19.

Upgrading to RHEL7 is free though, and it has 3.23. The next update
to RHEL7 will have 3.24 that adds protoport support to Opportunistic
IPsec.
