Can you try

http://download.libreswan.org/development/libreswan-3.16rc2.tar.gz

and let us know if that resolves your problem? We did some tweaks to
support various older/newer combinations of flex/bison recently.

A quick workaround is to use: export WERROR_CFLAGS=''

We turned all warnings into errors :)
