[Swan-dev] pluto: ikev2_create_child_sa.c: avoid NULL dereferences

Nice cleanup,
The back story here is 6341e0d0257f26a7883bc5d1abff50ac362c625b and
e7567d0906e7a17a068cbd8851d4d07912cdca7b
which changed things so that the responder's IKE SA (and not the
child) process these requests (any comments about losing parent have
become nonsensical).
