[Swan-dev] setting up tests on a brand new Fedora 23 installation

I'm following the directions in <https://libreswan.org/wiki/Test_Suite>

Command:
sudo yum install virt-manager virt-install qemu-system-x86 qemu-kvm \
        qemu-img qemu-user libvirt-python racoon strongswan pyOpenSSL \
        docker-io

Error:
No package racoon available.

Do I need to add more repos?  Where is racoon?

Command:
sudo yum install python-pexpect git tcpdump expect python-setproctitle python-ujson \
        diffstat python3-setproctitle python3-pexpect pyOpenSSL

Error:
Error: installed package python2-pexpect-4.0.1-4.fc23.noarch obsoletes 
python-pexpect < 4.0.1-4.fc23 provided by python-pexpect-3.1-4.fc23.noarch
(try to add '--allowerasing' to command line to replace conflicting 
packages)

What is the proper action?
