[Swan-dev] testing: how to initialize the virtual network

(Very dumb user mode).

I've run some of the test suite on my machine.  Yay!

Since then, I've shut down that machine.  Now I want to do more testing 
and have powered up that machine.

According to the Virtual Machine Manager, all the virtual machines exist 
but are shut down.

When I try to "run" east, for example, from the VMM, I get an error
message:
	Error starting domain: internal error:
	Network '192_0_2' is not active

I imagine that what I have to do is restart the virtual network.  I
don't see instructions on how to do that.
