[Swan] "keyingtries" is used for "phase 1" or "phase 2" ?

Keyingtries covers IKE negotiations. So it covers all negotiations. In IKEv1 that means phase 1 and 2. For rekeys of quick mode, it is either off (rekey=no) or it will try forever.
For IKEv2, there is not a real separation between phase 1 & 2, so both are covered too.
