[Swan] Why doesn't libreswan obselete openswan

EPEL is not allowd to obsolete core RHEL packages (although I cannot
find that reference on the EPEL packaging policy page)

Note that if you upgrade RHEL6 to RHEL7, it will upgrade you to libreswan.

In Fedora, libreswan does obsolete openswan.
