There was a bug that did not show errors in the connection when trying
to load these. This will be fixed in 3.9. For now, can you run:

ipsec auto --add Conn1

and then check the secure log (/var/log/secure or /var/log/auth*) for
error messages? There is most likely a syntax error in your connection.
