I can confirm that the files are not usd by anything. Go ahead and
remove them.

Note that these files contain references to the header file:

programs/pluto/Makefile.depend.freebsd
programs/pluto/Makefile.depend.linux

Those two files should really be deleted as well and generated on
demand by 'depend' target in the programs/pluto/Makefile.
