It is presumably this make variable:
NSS_CFLAGS := $(shell $(PKG_CONFIG) --cflags nss)
it is mostly harmless - nothing used to run tests requires nss on the
host. I also suspect, if you look back through the logs, there will
be other occurrences of the same error (I see there's no export so it
is probably re-evaluated with each recursive make?).
