Yes, it fixes two CVE's for strongswan. I pushed it into fedora last
week.

Note the reason for the check is that in the past we hunted down
weirdness based on people having not upgraded their dev env and
using a different version of strongswan. So now we hardcode the
assumped version in our testing scripts.
