FYI,

I filled in the gaps and the above "works".  For instance:
   ipsec whack --impair trigger:check_crls
will trigger a call to  check_crls().

Just note that the code involved may not expect this.  For instance, the
above, when crl_check_interval==0 gets rather busy.
OTOH, it should help with testing - if a global timer needs to be triggered
this is it.
