[Swan-dev] xauth-pluto-25-lsw299 regrsssion?

for a while I have been noticing some of the xauth tests failing.

Here is an interesting one

It is seems to happen to 2-4 xauth tests.

Initially I thought it is traffic anomaly. As I re-collect Paul hinted it 
could be a regression? Look in the road.pluto.log. road received a delete 
from east soon after road established connection. The delete is probably the 
cause of failing ping.  It is an unexpected delete from east. May be 
something to look before the release.
