The test results took a recent dive ~130->320 https://testing.libreswan.org/
and a git bisect turned up these changes:

pluto: in decode_peer_id_counted() isanyid check should also apply to
initiator
pluto: decode_peer_id_counted() if we didn't switch connections, confirm ID
wildcard or not
