[Swan-dev] testing vms to F30

I put them under testing.libreswan.org here:
   https://testing.libreswan.org/f30-g816e4b8b2-master
the first thing that jumped out was that 'ip' output changed yet again
but that can probably be hacked around using sanitizers

I've also left the f30 tests running in the backgroundso its easy to
publish newer results.
