[Swan-dev] testing hangs for me

| I ran the tests again, with at least one bug fixed, and the tests hung

After this, I tried another of my test machines.

It hung after starting test 44, ikev2-11-simple-psk.

Grrr.

"ls -ltr testing/pluto/*/OUTPUT/*"
shows two runs must be dribbling on.

Even though testing ground to a halt at 2:13, four plutos for
completed tests continue to log.
