The test is a little racy:

Since the exchange is expected to fail, it tries to speed things up
with --impair delete-on-retransmit.  The response should come back
before the timeout but sometimes it doesn't.

I think, here, the correct fix is to hack the code processing the
informational response so that, when impaired, triggers a delete
event.
