[Swan-dev] build errror on Ubuntu Xenial error: implicit declaration of function 'libevent_global_shutdown'

Hello Antony, team,

I had a quick look, and the libevent_global_shutdown() was introduced
in libevent 2.1.1-alpha, while RHEL and CentOS 7 have 2.0.21. I am not
sure about Ubuntu and others.
