I've created a page dedicated to improving the testsuite's performance

includes stuff like
- boot time, major drag is currently network config at ~7s
- test time, there's a graph
- disk I/O - Hugh?
- memory?
- cpu?
- includes older analysis of parallel-boots vs parallel-tests (latter
is the big win)
