This message is confusing.  The lede is not "qemu unexpectedly closed
the monitor", it is "9pfs Failed to initialize".

To fix that, I needed to have loaded a module in the host.

In following https://libreswan.org/wiki/Test_Suite I had skipped the
instructions to create /etc/modules-load.d/virtio.conf.  My excuse:
they were buried in the section on entropy.  I have fixed the
instructions.
