[Swan-dev] Clearing the deck for the f28 switch ...

Before switching test runs to f28 I'ld like to make the following changes:

- delete tests completely missing from TESTLIST:
I've already removed those test's expected output as it just gets in
the way of mass updates.  The input side is similar.

- mark all tests that, according to testing.libreswan.org/results, are
consistently fail on f22 as WIP
This should help us keep our focus on tests that did pass.
