This name is misleading. It isn't the value of a hash algorithm. It is the number of octets in the representation of the hash algorithm designator in the Notify Payload. It is great to make this length symbolic but this symbol isn't used in important ways in the code. For example u_int16_t and htons() are used, wiring in the length 2.
