Or to be more precise, I made the output more stable.

When the connections are the same it now sorts by state (presumably at some
point everyone agreed on how states should be ordered :-).  The old code
left this case to quick-sort - applying an unstable sort to a table
initially ordered by hash then age isn't stable.

I think I got all the tests updated.
