Old result:
testing/pluto/interop-ikev2-strongswan-09-dh22-initiator failed west:output-different

New result:
testing/pluto/interop-ikev2-strongswan-09-dh22-initiator failed east:output-different west:output-different

Looking into the new result, it looks like a real failure but not one
I caused.  West's log suggests a failure to negotiate:

-parsed IKE_SA_INIT response 0 [ SA KE No N(FRAG_SUP) N(NATD_S_IP) N(NATD_D_IP) ]

+parsed IKE_SA_INIT response 0 [ N(NO_PROP) ]
+received NO_PROPOSAL_CHOSEN notify error

(At this point, I'm going to stop looking at strongswan tests.)
