thanks, i think this is the right thing to do.  I'll be including it in
the 3.21~rc5 packaging i'm working on.

I hope more OSes produce DNS root key updates via their standard system
update mechanism, the same way that updates to tzdata and publicsuffix
and ca-certificates and other packages that reflect the state of the
world (or the state of the global network at least) are handled.
