I was poking at our code to handle ISAKMP_N_CISCO_LOAD_BALANCE. Is the protocol documented at all? I guessed, based on the code. I image that the test suite does not cover this since we don't seem to generate it. There were bugs. Is this code important? If it is untested, and was buggy, maybe it should be deleted.
