The re-transmit interval is 500ms and that can be shorter than the
time taken to compute DH et.al.  The slower the test machine the more
often it happens.

Since, for the most part, we're not interested in re-transmits, I've
been adding something like:
    also=slow-retransmits
to west/road's .config (perhaps it should be no-retransmits :-).
