[Swan-dev] Strongswan version in test systems

Paul has said that we need to use a newer version of Strongswan.  Newer 
than is built by the kvm-building makefiles.  Newer than is in the Fedora 
22 repos.

I don't really want to learn how to do this.

Could someone add a make target or script to perform the necessary 
operations.  On all the machines, respecting the new prefix feature.

I say this on behalf of any other folks that don't wish to have to
figure this out.
