Someone more familiar with the tests might want to look at:
  interop-ikev2-racoon-02-psk-responder
  klips-passthrough-00
  nat-transport-02
The [expected] output from {west,north}init.sh vis:
   /testing/guestbin/swan-prep
   # confirm that the network is alive
  ping -n -c 4 -I 192.1.2.45 192.1.2.23
shows the network is dead, contrary to the comment.
