I have seen test cases and gotten reports of 3.14rc2 mysteriously
not sending packets. I've seen it on my kvm test machines but also
on my vpn server within AWS.

It is not very consistent so I haven't been able to track things down
further. I've seen odd things where the sending party logs the packet
sent but the receives sees nothing. And cases where tcpdump shows the
packet really got sent, but the receiver never got it - almost as if
the libevent/select didn't get anything.
