[Swan-dev] make check failing

I don't see anything obvious in the build system that would delete
kvmsetup.sh.  Even "make distclean" leaves it alone.

What happens if the dependency is simply removed?  While other
testing/ sub-directories still clearly need that file, it isn't so
obvious for testing/pluto/ - things may have even evolved to the point
where that directory doesn't require it (for instance,
9afcc9af74b1788ab9a0ce56a7f3f6d944ca9ea4 which switched things to
using kvmhosts.sh).
