[Swan-dev] Broken make dependencies

Now that I've some make variable sanity I'm going to try to fix some
of the dependencies.  I'll do it incrementally:

- pluto is first; since I'm building it every day
- libswan will probably be second

the thing I would ask is, if anyone encounters what looks like a
broken dependency, could they please post the details and not just
type "make clean programs".  That way there's a chance we can figure
out what is wrong and really fix the dependencies :-)
