[Swan-dev] missing bison masked by new Makefiles?

When missing bison, you don't get an obvious "bison: file not found"
error anymore. Instead, you get the obscure:

/tmp/libreswan-3.13dr1/lib/libipsecconf/confread.c:46:0:
/tmp/libreswan-3.13dr1/include/ipsecconf/parser.h:22:49: fatal error:
parser.tab.h: No such file or directory

Could that be unfixed? :)
