We tried to use this option in testing to speed up failure.  You know, the 
"fail fast" paradigm (not really).

It turns out that this option was not suitable for that purpose.  Its name 
was misleading.  The documentation says:

          At times it may be desirable to turn off all timed events in
          pluto, this can be done with-noretransmits</option>.

I don't see a use for this capability.
To achieve the function suggested by the name, use --impair-retransmits.

I've deleted this option and the code to support it.
