[Swan-dev] "ipsec whack --shutdown" at end of test

I remember watching Paul remove a bunch of these from the end of *run.sh 
scripts.  He said that they were redundant.  I don't know under what 
conditions they are redundant.

These show up in several reference logs.

These logs may be wrong because they seem to cause test failures:

    dpd-04/east.console.txt:53: ipsec whack --shutdown	<missing
    dpd-04/west.console.txt:170: ipsec whack --shutdown	<missing


These must still be correct since they don't cause test failures:

    basic-pluto-02/east.console.txt:39: ipsec whack --shutdown
    basic-pluto-02/west.console.txt:189: ipsec whack --shutdown

    basic-pluto-06/east.console.txt:43: ipsec whack --shutdown
    basic-pluto-06/west.console.txt:110: ipsec whack --shutdown

    delete-sa-01/west.console.txt:67: ipsec whack --shutdown

    netkey-pluto-01/east.console.txt:127: ipsec whack --shutdown
    netkey-pluto-01/west.console.txt:255: ipsec whack --shutdown

    netkey-pluto-02/east.console.txt:196: ipsec whack --shutdown
    netkey-pluto-02/west.console.txt:255: ipsec whack --shutdown


These ones are in suppressed tests so I don't know if they would cause
test failures:

    ike-algo-01/east-console.txt:164:whackwest --shutdown
    ike-algo-01/east-console.txt:166:whackeast --shutdown

    netkey-pluto-03/west.console.txt:149: ipsec whack --shutdown
