The only two changes I made:

- Change type from kt_string to kt_filename (although I don't think it
   is used anywhere in the code differently from kt_string/kt_dirname
- Added option to man page for ipsec.conf.

I pushed it into a feature branch "lswbz58" for now. Once I've tested
the new location with a test case, I'll merge it in.
