    pluto: update --* range checks
    
    - note that 0xffff UDP packet size
    - check both param and config value
    - allow very large values for ocsp age
      was capped at 0xffff which is less than default of 1d
      should -1 imply unlimited (nss uses 0 as unlimited, -1 as disable?)
