    kernel: delete the Quick Mode initiator's larval kernel state
    
    mimic like IKEv2, fix:
      basic-pluto-01 has a lingering state #1548
    this is a really old bug that was only exposed by the removal
    of code flushing all states, see:
      netlink response for Del SA esp.ESPSPIi at 192.1.2.23: No such process #1551
