    testing: mark ikev2-26-nic-offload-no-hw-{crypto,packet} WIP #1527
    
    Both trigger the PBAD added with:
      kernel: consider PACKET|CRYPTO offload with no iface support PBAD
    Both tests show pluto initiating on an interface that doesn't support
    offload yet offload is required.  The tests should instead show
    the connection failing to orient.
    
    It's worth noting that CRYPTO offload is a little weird.  We may
    need to redefine nic-offload=crypto to mean crypto|none as
    it seems the kernel silently ignores it when not allowed?
