    routing: update set_*() code to update .routing_sa
    
    Set .routing_sa to the IKE or Child SA currently responsible for the
    installed kernel state and policy.  For instance, during IKE_SA_INIT
    triggered by an acquire, .routing_sa is set to the IKE SA; but then
    during IKE_AUTH it is switched to the Child SA.
