    libipsecconf: fix kv_duplicateok, warn duplicate keys
    
    Mark "also=" with kv_duplicateok, not "auto=", follow up:
      permit duplicated keywords in some cases.
    which described kv_duplicateok thus:
      it is okay if also= items are duplicated
    
    Warn when a connection contains duplicate keys; last value wins
    (which comes from the setup section).
    
    Not to be confused with also= lines also causing conflicts.
