    state: drop policy&~POLICY_IPSEC_MASK no-op
    
    It's effectively LEMPTY.  The only possible bits left are
    OPPORTUNISTICGROUP, UP, and ROUTE which need to always
    fetched from the connection.
    
    Also, should IKEv1 capture the negotiated policy, like IKEv2.
