    XFRM: rename dont-encap-dscp to encap-dscp
    
    Keeping DONT_ENCAP_DSCP as policy flag when encap-dscp=no.
    Default is encap-dscp=yes.

    XFRM: add option to set the dont-encap-dscp extra flag
    
    This disable the enapsulation of the DSCP bits.
    This is only supported on XFRM and sets the XFRM_SA_XFLAG_DONT_ENCAP_DSCP flag.
