    routing: split connection_delete_state() into IKEv[12] variants
    
    but for IKEv2, inline the only call in EVENT_v2_DISCARD.
    Note that deleting an IKEv2 IKE SA *must* delete all children
    (in <=4.x this was one source of parentless IKEv2 children).
