    kernel: add SHUNT_KIND_IPSEC SHUNT_IPSEC (and rename other kinds)
    
    use it as a maker when the kernel policy is for ipsec
    it's a lesser hack than using SHUNT_UNSET to flag the need to
    build a full IPSEC policy
