    kernel: clarify bare_shunt_ptr(src,dst)
    
    It's looking for a bare shunt that covers src->dst.
    
    Installing a prospective kernel policy for src->dst is kind of
    pointless when it is being eclipsed by a larger higher priority
    bare shunt.
