    kernel: add enum shunt_kind { PROSPECTIVE, FAILURE, NEGOTIATION, BLOCK }
    
    This is so that code manipulating shunts can debug-log what kind.
    BLOCK, which is used when an SPD subset is rejected, is hardwired to SHUNT_DROP.
