    oppo: always instantiate CK_GROUP into CK_TEMPLATE
    
    was instantiating a NEVER_NEGOTIATE group into CK_INSTANCE
    
    - CK_INSTANCE connections don't expect to transition
      UNROUTED -> ROUTED_PROSPECTIVE
    
    - CK_INSTANCE results in the wrong priority
