    ipsec shutdown: add/use use terminate_and_delete_connections()
    
    Delete connections top down, like <<ipsec delete>> does.
    
    Replace whack_delete_connections()
    
    Internally it shares terminate_and_down_connection() with
    terminate_and_down_connections().
